The
All Pakistan Clerks Association is a Country wide Organization of
Government Employees / Clerks Community/ Lower staff (BPS-1 to
BP-16 including Technical & Non-Technical Staff Serving in Federal
Government , Provincial Government & Semi Government’s /Department,
Universities, Corporation Authorities ), suppressed class of
employees playing vital role in the Government Machinery in a very
dignified manner with professional enthusiasm & commitment . The
APCA is striving to improve the social, moral and financial status
of the said category of Government employees from long.
The All Pakistan Clerks Association (APCA) was founded by Ishaq Saqi
and Hidayat Yar Bokhari (Dawn 20 Apr. 2000) , Syed
Mehmood-ul-Hassan Arzo with the reported objective of restoring
respect for clerical staff (HRCP June 2000). APCA was recognized by
the Prime Minister on 9 April 1974 under letter No 16-17/73/Fi
(ibid.). By 1985, the Association had established an united platform
across Pakistan, with Bokhari as its president and Saqi as its
secretary general (Dawn 20 Apr. 2000; HRCP June 2000). Today,
APCA, reportedly the "sole representative of employees from grade
one to 16" (Dawn 18 July 2001) claims a membership of 2.2
million clerks (ibid.; ibid. 20 Apr. 2000).

NEW SCHEDULE
APCA members are condemning the brutal action of Punjab Government
through Police against APCA leaders at Lahore 18-3-2011. Weekly
Country-wide peaceful protest in front of District & Divisional
Headquarters press clubs and complete pen-down strike in offices
will be started again from 22-3-2011, 29-3-2011 (Tuesday), 6-4-2011
& 13-4-2011 , 27-4-2011, 4-5-2011 & 11-5-2011 (Wednesday) for
acceptances of APCA Charter of Demands.In case Federal Goverment
delay more Mr. Nazar Hussain Korai, Central President APCA will lead
with their suporters and APCA Members for peaceful protest in front
of parliament House Islamabad on 25 May 2011 (Wednesday ) from Press
Club Islamabad at 11:30 am
CALLED OFF STRIKE
On assurance of Dr. Waqar Massod , Federal Finance Secretary on
behlf of Honourable President, Prime Minister & Federal Finance
Minister in the detailed meeting with the APCA leaders headed by Mr.
Nazar Hussain Korai, Central President APCA Pakistan, Syed
Mehmood-ul-Hassan Arzo, Chairman APCA , therefore APCA called of the
strike . Finance Secretary siad in the meeting that the financial
difficulties of Government employees shall be given proirity in the
next coming Budget 2011-12. The Secretary was assisted by Mr. Rana
Asad Amin Additional Secretary (Budget), Mr. Manzoor Ali Khan,
Additioanl Secretary, Regulation Human Resource Managment & Section
Officer (Implimentation) . The following APCA demands were accepted
1. Revision of Scales in the light of recommendations of PPC.
2. Con Allowance to be increased ( to be paid to all employees as
agreed).
3. House Rent Allowance to be increased 15% in existing rates ( for
Urban 60% & Rural 35% respectively.)
4. Medical Allowance to be increased ( upto 3 thousand as accepted /
agreed ).
5. Group Insurance & B. Fund to be paid at the time of retirement
(as agreed to move matter to provinces )*
6. Time Scales (Agreed) APCA opinion is that struggle to be needed (
Provincial Matter)*
7. Agreed 30% Son Qouta ( 20% already implemted in Punjab &
Balochistan )*
8. Agreed for set up of Clerks Foundation ( matter send to Estb.
Division ).
9. Increase in pension
10. Others matters were discused in details.
